Can't navigate to new chorme browser window while an alert message is showing in another chrome browser window

Steps to reproduce

1. Open the attached html file and click on Submit button. Confirm that there will be alert message.

2. Don't click on any button. Open a new browser window and try to navigate it.

right. But i remember that old chrome can navigate even one tab display alert message

This is the expected behavour, nothing wrong :=) ?
