If you've set up Chrome to have a dark page background (actual page, not theme) by using a cascading style sheet, you may notice that moving to a new page or even opening a new tab can make your page area flash white before the background colour of your choice kicks in. You can also see the flashes when moving from one coloured site or page to another. It has nothing to do with internet speed because the flashes can be experienced off-line as well.

Hi PAEz, if you do look at issue 1373 comment 52, what is to be done with the attachment (slowd.rb)? Do the project members want users to run it? If so, how?
