Lag report courtesy of Chrome's resource tracker!
It seems pretty random what files lag on loading here, but it's usually scripts and css files.
One time vbulletin_post_loader.js took me 41 seconds to load it! This last time it only took 1ms.
It seems like depreciated.css and custom.css usually take about 10 seconds. Sometimes they're in the milliseconds but when they lag they lag together.
http://www.chromeplugins.org/google/...ient_tcat2.gif took nearly TWO MINUTES to load. But it seems like it's caching or something cause it's not in the resource list anymore.
ERRORS:
404s (I'd suggest you upload an image to these places since 404s can lag people quite a bit!):

So really it mostly seems random, probably a traffic thing. The most I can suggest is that you fix the 404s and let it cache all the images (like smilies, bookmark icons, post editor icons, the rating things and etc.)
Basically the only thing I'd say not to cache would be avatars.
Currently it seems set to do conditional GETs which for things like this seems pretty useless. You can set them to expire in a few days if you're worried about theme changes not updating.
If anyone else is smarter about servers and have suggestions from what they've seen about speeding things up I'd say throw them in here too. But maybe he doesn't wanna hear them I dunno. >__>

Might be that I blocked a bunch of ad services that were hanging pages in my hosts file though.
