    it is an OS. you can install it on your PC, but have to wait till it's released

    Os = Operating system
    Windows = Operating system
    Chrome OS = Operating system, by google
    although it is open source someone may come out with a hybrid chrome that functions as it does

    It's not part of the Chrome browser. It's part of the Chrome OS. Hence the talk of operating systems.
