Default Shrink Titlebar

I like the efficient use of space in Chrome. When Chrome is maximized the titlebar shrinks to eliminate unused space. Has anyone tried to write an extension that shrinks the titlebar like this when the window is not maximized? I can do it with the “Custom Window Resizer” extension by maximizing the window and then picking a custom resize. The problem is that the border is missing and the edges look strange. Any other ideas?

No Problems with this one:

that has the same issue as Custom Window Resizer.
I want the maximized look on the titlebar without the window maximized.

could something like this be used?
window.open("about:blank","_blank",
"directories=no,height=500,width=500,left=10,top=10,location=no,"+
"menubar=no,scrollbars=no,status=no,titlebar=no,toolbar=no");

if i recall in vista it didnt have much of a title bar, although in xp it has a little bit more)
