Well it can be a useful feature.
But most importantly, it probably has to do with localized ads.
In my case it brought up the nearest large city - about 25 miles away. I think it is using the my IP address or the related address of my host. (I see same location results in one of the sites that offers to look up a location from an IP address.)
However, on my Blackberry, the Google Maps app works off cell tower locations if GPS is not enabled and usually gets within about 3000 feet. If GPS is enabled it gets within about 50 feet.
