A Chrome web app is a normal web site with a bit of extra metadata. Generally, all websites that run in Chrome today can be made "installable".
You build and deploy this app exactly as you would build and deploy any web app, using any regular HTML/CSS/Javascript/etc. server-side or client-side technologies you like.
Web apps are identified with a CRX package, similar to the packing procedure for Chrome extensions.
For now, to load installable web apps you need to start Windows Dev Chrome with --enable-apps

This looks like it will work great. If we could get TweetDeck for real in Chrome then awesome! It looks like this was what app tab was for when they were discussing it and all that. It seems that if you pin an "Web App" tab in Chrome. It will become a Phantom Tab when you close it
