The reason for the lack of full screen mode, would probably be due to the fact that it is not really needed. The aim of Google Chrome is that you don't need a full screen. Google have built Chrome so that you see mainly the web page and no tool bars. For this reason I don't believe that Chrome would have a full screen mode.

Fullscreen has been available for a long time now. If you are on the Dev or Beta channel, you can just press F11 and you will view the page in total fullscreen.
I love the full screen, but when I cntrl+t for a new tab, I cannot access the URL bar. cntrl+l doesn't work because it doesn't pop a new window like IE (which is a good things, btw). Any suggestions? Am I missing a shortcut?
Yes, currently fullscreen is what I would define as useless, you need to F11 to return to normal browsing to change the URL .. I don't know how they came up with this solution, they can't have spent much time testing it :/ .. but surely this must be changed, it's hopeless..
