This list is not complete, and i dont think i am going to be doing any more updates on it, however i do check on the forums now and again, so if anyone else wants to post reviews on a particular catagory of extension, feel free, and i will post links to it in the main body (this post)

This list will only contain extensions that:
A) are generalized enough to work on a variety of websites (if applicable)
B) are useful to a large number of people.
C) preform a certain function, that chrome cant.
D) is hosted in googles extensions gallery
E) Works on the latest version of chrome, and is free of major errors.

Anyone is welcome to nominate an extension below, although the requirements are a LINK, and a brief description of what the extension does, and why you think it deserves nomination.

Each extension will be critiqued on the basis of: resource usage, functionality, Design, and Popularity. Then given a total score averageing out the previous factors.

Broken Extensions - any extensions I cant get to work ill post here.. to see if someone else has had better luck.
-- Tab Menue - displays a vertical list of tabs, and allows users to search through them.
-- Recent Tabs - displays your most recently used tabs in a menue. Warning, crashes chrome every time chrome is opened, (to fix, i quickly opened an incognito window, and closed the regular window, then uninstalled the extension

The url given is short and easy to remember (goo.gl/(4 random CASE Sensitive characters)), making it a great extension to install. the only real downside is the inability of the website to do custom Urls.

I've made a facebook version of goo.gl shortner if someone is interesting. i have a lot of extension not uploaded in the chrome extension gallery like this one ....

Preformance Rating: 3.5/5, takes little to no memory to idle, but takes about 12k when in use, plus the network usage to load a full webpage.

Functionality: 4/5, offers multiple sites to shorten, creats new tab with url shorteners homepage when used.

Design:2/5, to many options on click, opens new page with your url.

Description: Just about the only things this shortener brings to the table are, low memory usage, when not in use, and ability to customize your urls(with some of the services. This extension would be good for a user who barely uses a url shortening service, as it wont take anything away from your memory when not in use, and wont increase chromes startup time any.

Description: This url shortener combines functionality with design quite well. many options, stored on the options page, with a few cool features, such as url expanding (tells you where the short url goes).

Overall Rating: 4.5/5, Pros: Auto Copy Cons: no option for custom url, or service

Preformance: 5/5 takes little/no memory to idle.

Functionality: 4.5/5 Displays # of hits, compression and date created.

Design: 4.5/5 slightly bulky, un-appealing icon, un-familiar shortening service

Description: This extension has very short urls (9-11 characters, 2-4 varying characters). preforms well without wasting any memory. (sample Url: 2ze.us/0bM)

TooManyTabs

Overall Rating: 4/5, Pros: Visually appealing, and many options.

Preformance: 3/5, uses about 7mb memory to idle, and 20mb after use. also slows down each tab slightly, as it takes screenshots of each tab for visual searching.

Functionality: 4.5/5 Allows for visual viewing of tabs, and for searching through them easily.

Design: 4.5/5 a little extrusive, but definitely well designed, with everything easy to find.
