Hello Kitty Theme for Chrome
Compatiblity: 4.0.213.1 and 3.*
Download Pink version (.crx): [Only registered and activated users can see links. ] [Only registered and activated users can see links. ]
Download Blue version (.crx): [Only registered and activated users can see links. ]
Bug log:
Version 1.2: Fixed the download bar, it's now pink. However the toolbar on the new tab is not transparent anymore now.

I wonder whether it is possible to skin the download bar when creating themes in crx?

Nope, you can only change the colour of the download bar by setting the colour for the toolbar( the download bar gets its colour from the toolbar).
