It seems that all of the art themes are much wider vertically than the toolbar area. There are 3 toolbars in the header, and in order to see the themes you would need 4 or 5 toolbars. May I suggest that themes are designed much narrower so the whole theme can be visible.

are you sure you're not thinking of firefox ? most custom themes have toolbars using a color or repetitive gradient, not designs or artistic images .

If you go to Options and click on the Personal Stuff tab, then at the bottom click Get Themes, you will be confronted with a page full of picture themes which are the same size as FF personas. These pictured themes are too high vertically for Chrome. They're even a little too big for FF. Part of them gets cut off. More in Chrome than FF. You are thinking of the Google Chrome plain themes in different colors.
