    I really don't think this is possible.
    I'm pretty sure Chrome was designed from the very start to have tabs at the top of the browser..

    Reading the design docs however, there is mention that everything concerning the UI should eventually be something similar to Firefox's XUL.

    Eventually, it might be possible. But right now, I'd say no.
