I was recently applying my mind to a question that was asked on the Chrome help site about how to disable the content on the New Tab (ie Most Visited).

The solution is a little contrived but I think it works quite well
Set your Homepage to 'about:blank'
Options >> On Startup (Open the Homepage) >> Homepage (Open this page) about:blank
That sorts you getting a blank page when you start Chrome up ...
If you normally load a number of web sites when you start Chrome up create a folder (eg My Homepage) on your bookmarks bar with your web sites in ....
Then right click on the folder and Open all bookmarks (in whatever mode you want)
Clicking on your Chrome shortcut will always then open a window with a blank page
The beauty of this solution is that you've already got a blank tab open when you need it (as well as your homepages) !!!
Another thought I had was to have 2 shortcuts, one that opens Chrome in standard mode (obviously with a blank page) and another that opens it in Incognito mode.
Again a plus point here is that a blank page in incognito mode in a new window is just one click away ...
You could always have both windows load at startup if you so chose ...
