Well what pdf reader do you have.. It works for me with both foxit and adobe pdf readers (newest versions)

This blog post solved my similar issue. Turns out that Chrome doesn't play nice with the full Pro version of Adobe Acrobat (at least, not version 9).

Was having the same problem (save to temp directory then open). I updated Foxit (Windows 7 64) and now pdfs are opened in a new tab as they should.
