It's a slider to hide/unhide your installed extension icons ....
If you click on it and drag it more of your extension icons will appear ...
To the right of your extension icons you should have a couple of chevrons >>, clicking on this will give you a drop down of your installed extensions (the ones that have icons) ...
its called a new feature... you could get rid of it if you were to fall back to an older version of chrome, if its really that anoying.. (which i doubt you think it is)
It will be themable shortly, if it isn't already.
