    Default HP Envy touchpad

My sister recently got an HP Envy laptop. The touchpad is a bit different than others that I have recently seen. Usually there is a scroll section on the side of the touchpad to scroll up and down pages. The Envy does not have one, instead you just place two fingers on the touchpad and move them in the direction that you want to scroll. However this feature does not seem to work in Google Chrome (or Firefox or >shudder< IE). The mouse pointer does change to the scroll icon when you try, but the page does not move. I would like to know if there is a feature that I need to turn on to get it to work, or an extension/addon. Thanks for reading, and any help you can give!

Edit: I should mention that web-browsers are the only programs that the touchpad scroll does not work in. And that HP tech support was very much less than useful.
