Question need to test for options not set and change default popup.html to options.html

On our toolbar, I need to test on click (new install) to see the it options page was set yet and on others test if the user ID is in the local store. --- If options are not set it needs to show the options.html instead of popup.html so the user sets his options first --- I have the local store code working and can display the status but can't see how to change the default popup page on the fly. --- If logged in, javascript sets a var "logged" to "1", "0" if logged out. --- However, on a new install it starts as NULL since nothing has happened yet. --- needing help !
