I need to make my extension open up a new tab when the extension closes and go to a specified link. Is there any way to do this?

I'm not sure what you mean by your extension closing. Extensions don't just close..they can be disabled or uninstalled but then they stop running and would not be able to execute the required code for opening a new tab.
Do you mean the browser closing? A Browser/Page Action's popup? Or an html page included in your extension?
