Well i made a convertor(called it ThemeMorph 2 after the earlier version) to convert old theme files to new ones working in version 2.0.169.0 and 2.0.174.0.
It basically extracts all images from the old theme and patches the New format theme by adding new pngs into it.

This is only known workaround, but its too slow.I am trying to remove the commands for the small unupdated and unused pngs, but that would take some time.

You can learn a lot from the approach of Stamga (and others) to producing themes.

It's nice that you have developed a converter and I'm sure it will be used quite avidly by members of this forum and others once the word is 'out'

However your distribution is not at all good.

If you take Stamga as the model you will notice that the theme is put in a folder bearing the name of the theme and is simply called default.dll.

All you have to do is copy the theme into the Chrome Theme folder, at the moment you have to rename yours (either before or after you copy it)

It may seem like a small point, but there have been enough examples to learn from ...
