Shot in the dark here but ..
Judging from how you can customize your toolstrip as if it were an html component, i highly suspect that the bookmark bar (and the new toolstrip bar) appearance is determined through a style sheet somewhere in Chrome.
The bookmark bar is still blue after adding the black theme. I didn't know if there was a way to change it to match the theme you added to the rest.
So do you think that you can go in a change it separately from the theme? I am a novice, so sorry if I ask some stupid questions.
I think what they were saying is that the bookmark bar is embedded into the chrome.exe itself (possibly as a style sheet) and that currently there is no way to change the appearance.
You can hide it though!

Simply put : If it is possible, we haven't figured out how.
