We were discussing it on our forum earlier, and today Google has finally made their Themes Gallery for Chrome live. They have added 29 official themes so far to their themes gallery, but i am expecting a lot more than that in coming few weeks.
All the themes are in .crx format, so installing the themes is very easy. The same way as an extension installs. Just have to click on Apply Theme and the themes would automatically install itself. The themes would work only on the latest developer builds on Windows, Mac and Linux builds.

As many of you would be knowing, we at ChromePlugins keep on releasing new themes for Google Chrome which are created by developers on our forum. You can check our Google Chrome Themes Forum for some of the latest 3rd party themes released so far. There is a mix of themes in default.dll formats and the .crx formats so you can take your pick.

It’s nice to see the themes page is finally up, however the choices are pretty bland in my opinion. I suspect we’ll see better ones released over time and perhaps an API to upload themes to the “Theme Gallery”.
Check Issue 18456 at: code.google.com/p/chromium/iss … in order to fix chrome if it won’t load back up, and shows the Whoa Chrome Error
Few themes are buggy. Error displays as:
“Invalid value for theme images – tints must be in decimal formats.”
Fix ‘em please.
Does anyone know of a way to get the default blue theme of Chrome on Windows and Ubuntu to work on OS X? The new official themes all seem to work fine, but trying to add “Classic” doesn’t have any effect (3.0.197.12).
