“Ctrl+B Toggle bookmarks bar on and off”

doesn’t work for me (windows)

CTRL+SHIFT+B does.

Question: I added a bunch of plug-ins/extensions to Chrome, and their icons have rendered the address bar and Chrome Tools drop-down menu non-existent. How do I recover this functionality without having to delete the plug-ins?
